Effort to Address DACA Youth Kicked into 2018

Washington D.C. – With a last ditch effort to pass the DREAM Act this year with hundreds of immigrant youth protesting in the halls of Congress, both the House of Representatives and the Senate have voted to kick the issue down the line to 2018.

With an initial vote of 231-188 in the House of Representatives and a vote of 66-32 Senate, the continuing resolution will fund the Federal government up until January 19, 2018. There was a dramatic about face by both Senator Schumer and Senator Feinstein who ended up voting “no” on the resolution after actions were held in both their district and Washington D.C. offices. Senator Kamala Harris voted “NO” as well. The House of Representatives will vote once again on the Continuing Resolution after passing in the Senate.

The fight for the DREAM Act will continue into next year and we can expect that immigrant youth and their allies will intensify their efforts as the January 19th deadline draws closer in the new year.

Rep. McCarthy needs to act to pass a clean DREAM Act

Bakersfield, CA – As the year starts to come to an end, there are still some pressing matters in Congress that need to be addressed. For the immigrant youth of our country, the most important and pressing issue is whether or not a clean DREAM Act bill will be passed by the House, Senate and signed by the President this year.

What stands in the way, despite the support of 34 Republicans in the House of Representatives for a solution to the end of DACA , is their very own leadership. Among them, is California’s House Majority Leader Kevin McCarthy. After delaying a vote on the DREAM Act for months, Rep. Kevin McCarthy is getting pressure to act and move a vote forward or face a government shut down. With 218 votes needed in the House to continue funding the federal government and 60 in the Senate, the Democrats have leverage on their side to pass the DREAM Act.

If the House does not act to move a clean DREAM Act forward, then the repercussions may possibly be felt in the 2018 June primary and Midterm elections. With over 223,000 DACA recipients in California alone, will the Majority Leader put party over his own state?  Each Congressional District in California has a significant number of DACA recipients within its boundaries with hundreds of millions to be lost in GDP according to a recent study by USC Dornsife.

With so much at stake for immigrant youth this Holiday Season, time is literally winding down for a legislative solution. Each passing day, 122 immigrant youth lose their DACA work permit and protection from deportation. By March 6th, that number explodes to 1,400 per day. For this and many other basic values of human decency, we can’t wait.

DREAM Act Discharge Petition at 195 Supporters

Washington D.C. – As the deadline for the DACA program renewal comes to an end this week on October 5th, there is an effort to move the DREAM Act forward through a discharge petition to address the uncertainty that these youth will face when the program comes to an end in March 2018. With 195 signatures, the Discharge Petition (H.Res 508) introduced by Rep. Michelle Lujan-Grisham to advance the DREAM Act of 2017 in the House of Representatives still needs 23 Republicans to sign on to get a vote.

Below is a list of California’s Congressional Representatives who have signed on to the Discharge Petition to date. All California Democrats have signed the Discharge Petition. Not one Republican has signed the Discharge Petition to date.

Push to Pass a Clean DREAM Act as DACA Gets Rescinded

Washington D.C. – After multiple rallies, marches and public outrage across the country over the President’s decision to end DACA, the Senate and House Democrats are making a push towards passing their respective DREAM Act legislation.

Mounting concern over what will happen to the 800,000 DACA recipients when their work permits begin to expire has reignited the immigrant rights movement and the youth directly impacted by the threat of potential deportation.

The essential difference between other legislative efforts and the DREAM Act, is that for DACA recipients the DREAM Act has a real path to citizenship. It would put an end to the constant renewal process and uncertainty about the program’s future. Below is a list of California co-sponsors for each respective DREAM Act in the House and Senate. Worth noting, is the absence of all Republicans in the state of California, the state with over 223,000 DACA recipients.

Who’s On Board the Minibus?

Washington D.C. – After a stunning defeat on an attempt to repeal the Affordable Care Act, Senate Leader Mitch McConnell is trying to fast track yet another item on the agenda in what is now being referred to as a “minibus”. This is a portion of the overall federal budget, and what normally goes through regular order has gotten maneuvered for a vote sometime this week in the Senate through Rule 14. But what is the “minibus” and what is in it? Why does it have to move so fast?

The “minibus” that passed the House last week provided $789 billion dollars for funding to the Pentagon, veterans benefits, nuclear programs and also budgeted $1.6 Billion for a costly and ineffective border wall.  Make America Secure Appropriations Act, H.R. 3219 (115), passed on a nearly party line vote by a margin of 235-192 in the House. The addition of the $1.6 billion for the border wall may have complicated things as it heads to the Senate.

The big question is whether the Senate will reach the 60 votes needed to pass H.R. 3219 before the end of the week. Which Senators will be willing to jump on board the “minibus”? As it stands it is not very likely to move forward given the fact that there may not be enough votes to get it done before the Senate recess and will be taken up in September.

Below you will find how our Members of Congress cast their votes. To see your Member of Congress’ vote, click on a bill below.

H.R. 2581 – “Verify First Act”

H.R. 2581 would prohibit advance payments of premium tax credits to individuals  under current law and the AHCA,   unless the Secretary of the Treasury receives confirmation that the individual is a citizen or a national of the United States, or is lawfully present in the United States by way of a social security number.

Status: House of Representatives on June 13, 2017 . 231 Republicans and 7 Democrats voted “Aye”. 183 Democrats and 1 Republican voted “No”. 5 Republicans and 3 Democrats had “No Vote”.  Currently pending Senate Vote.

H.R. 3003 – “No Sanctuary for Criminals Act”

H.R. 3003 clarifies U.S. Immigration and Customs Enforcement (ICE) detainer authority – the tool used by federal immigration enforcement officers to request to hold immigrants at local jails – by established statutory probable cause standards to issue detainers. In addition, the bill withholds certain federal grants from jurisdictions that prohibit their officers from cooperating with ICE. Jurisdictions that comply with detainers are protected from being sued and victims of certain crimes are allowed to sue jurisdictions that refuse to comply and subsequently release criminal aliens onto the streets. Finally, the underlying bill includes Sarah and Grant’s Law, which ensures unlawful immigrants convicted of drunk driving or are arrested for other dangerous crimes are detained during their removal proceedings.

Keeping Track: H.R. 3003 “No Sanctuary Bill”

H.R. 3003 – No Sanctuary for Criminals Act
